First get a 4-star wanted level.Now, go to Portland Island and go to the construction area make sure 2 police cars are stuck on the small doorway climb up a small ramp nearby and shoot the cops with a bazooka.Note,that this glitch is not easy,even I took a long time to do it again.This glitch wiil be deactivated once you got busted,drowned or failed to escape out of a exploded car.
